Dr. N.M. Ghatate is a Senior Advocate of the Supreme Court of India. He has been Vice Chairman of the Law Commission of India. He was the Member of the National Executive of the Jana Sangh/Bharatiya Janata Party from 1973 to 1998.
He did his M.A. and Ph.D in International Relations from the School of International Studies, The American University, Washington D.C. His M.A. thesis was on Sino-Burmese Border Dispute and Ph.D. thesis on Disarmament in India's Foreign Policy: 1947-1965. He was also lecture of International Relations and Organisations in the USA and India; and Participated in Several seminars in India and abroad.
He has written a number of research articles on constitutional law, international relations and contemporary domestic politics. Books to his credit are: Indo-Soviet Treaty: Reactions and reflections; Bangladesh: Crisis and consequences; Revoke Emergency; Four Decades in Parliament (English and Hindi) and Decisive days speeches by former Prime Minister Shri Atal Bihari Vajpayee.
At present, he is working three books viz. Emergency, Constitution and Democracy—An Indian Experience; 'Death under the shadow of Judiciary'; and Disarmament Policy of India in Nuclear Age 1947-2010.
इन ग्रंथों के संपादक डॉ. नारायण माधव घटाटे इन दिनों विधि आयोग के सदस्य के रूप में भारतीय संविधान की सेवा कर रहे हैं; इससे पूर्व डॉ. घटाटे पिछले 30 वर्षों से उच्चतम न्यायालय में वकालत करते रहे हैं ।
डॉ. घटाटे ने स्नातक की उपाधि नागपुर विश्वविद्यालय से, एल-एल.बी. दिल्ली विश्वविद्यालय से, स्नातकोत्तर और पी-एच.डी. की उपाधि विदेशी क्षेत्र अध्ययन विभाग, अमेरिकन विश्वविद्यालय, वाशिंगटन से प्राप्त कीं । अमेरिका में अध्ययन के दौरान विश्वविद्यालय के विदेशी क्षेत्र अध्ययन विभाग में सलाहकार और अंतरराष्ट्रीय राजनीति के विविध विषयों के अध्यापक भी रहे ।
श्री घटाटे ने स्नातकोत्तर शोधप्रबंध ' चीन-बर्मा सीमा विवाद ' पर और पी-एच.डी. शोधप्रबंध ' भारतीय विदेश नीति में निरस्त्रीकरण ' विषय पर लिखा । वे संविधान, अंतरराष्ट्रीय संबंध और सम-सामयिक विषयों पर कई शोध-लेख लिख चुके हैं ।
उच्चतम न्यायालय में वरिष्ठ अधिवक्ता रहे डॉ. घटाटे ने 1975 के आपातकाल के दौरान नजरबंद सभी प्रमुख विपक्षी दलों के नेताओं की ओर से पैरवी की । डॉ. घटाटे 1973 से 1977 तक भारतीय जनसंघ और 1988 से भारतीय जनता पार्टी की राष्ट्रीय कार्यकारिणी में रहे हैं ।
डॉ. घटाटे ने ' मेरी संसदीय यात्रा ' से पूर्व अटलजी के संसदीय भाषणों पर केंद्रित ' संसद में तीन दशक ' और ' फोर डिकेड्स इन पार्लियामेंट ' पुस्तकों का भी संपादन किया । इनके अतिरिक्त ' भारत-सोवियत संधि : प्रतिक्रियाएँ और विचार',' बँगलादेश : संघर्ष और परिणाम ' और ' आपातकाल हटाओ ' शीर्षक पुस्तकों का सफल लेखन-संपादन किया है ।
