Born on September 15, 1931 Shri Singhal postgraduated in Physics and Law from Allahabad University. He won the Chancellor’s Medal for being the ‘Best All Round Student’ of the University in 1954-55. He joined the IPS in 1955. By 1970 he had already acquired legendary status for his fearless leadership and dare-devil gun battles with dacoits and kidnappers. He was instrumental in unconditional surrender of all of the 43 highly active robbers and murderers in Jhansi in 1965.
Shri Singhal has pondered over questions about life and the inter-play of forces that operate in all human beings. Besides Police Academies, he has lectured tens of thousands of students and teachers of National and International colleges and Universities.
